摘要
改革完善党和国家监督体系,是深入推进党风廉政建设和反腐败斗争的关键之举,是跳出“历史周期率”、实现长期执政的必然要求,是进一步全面深化改革、推进中国式现代化的重要保障,具有重大理论价值与现实意义。改革完善党和国家监督体系,在原则遵循上坚持党的领导与群众诉求相统一、继承传统与改革创新相统一、系统科学与简便易行相统一、提高效益与降低成本相统一,以确保监督体系的科学性与实效性;在现实推进中要从整合监督力量、狠抓制度执行、强化数字赋能、培育监督文化等方面入手,不断优化监督结构、健全制度体系、创新治理方式,构建起全面覆盖、权威高效的监督网络,确保权力在正确轨道上规范行使,不断提升党和国家治理现代化水平,为中国式现代化发展保驾护航。
Reforming and improving the supervision system of the Party and the state is a crucial measure to further advance the improvement of Party conduct,upholding integrity and combating corruption.It is an in-evitable requirement for breaking free from the“historical cycle of rise and fall”and achieving the Party’s long-term governance,and an important guarantee for further deepening comprehensive reform and advan-cing Chinese modernization—thus bearing significant theoretical value and practical significance.In refor-ming and improving the supervision system of the Party and the state,we must adhere to the following prin-ciples to ensure the system’s scientificity and effectiveness:the unity of the Party’s leadership and the as-pirations of the people,the unity of inheriting traditions and pursuing reform and innovation,the unity of systematic science and simplicity in practice,and the unity of improving efficiency and reducing costs.In advancing this work in practice,efforts should focus on integrating supervisory forces,rigorously enforcing institutional rules,enhancing digital empowerment,and cultivating a culture of oversight.These efforts will optimize supervisory structures,improve institutional frameworks,and innovate governance approaches,es-tablishing an all-encompassing,authoritative,and efficient oversight network.These measures will ensure the proper,standardized exercise of power on the correct track,continuously elevate the modernization level of the governance of the Party and the state,and provide solid guarantees for Chinese modernization.
