摘要
加强新时代警务机制改革创新,是推进公安工作高质量发展的重要举措。我国“情指勤舆”一体化警务机制改革已步入深水区,呈现从基于经验向基于数据、从基于管理向基于服务、从基于单一线性向复合立体、以及从被动应对向主动预警的四个转变。当前改革仍面临城乡结构分化导致一体化建设差异、多类型“数字鸿沟”并存影响、一体化体系建设与人员结构体系发展不同步、激励政策偏差弱化一体化警务机制的共同认识等挑战。一体化警务机制改革需持续优化机制的顶层设计,精准施策,加大对县市区层级一体化建设帮扶力度,注重机制的标准制定和动态调整,同时加快能适应一体化警务机制运行人才的培养,以满足实战需求。
Strengthening the reform and innovation of policing mechanism in the new era is an important measure to promote the high-quality development of policing work.The development of China's"Intelligence Command and Public Opinion"integrated policing mechanism has entered uncharted waters,and its operation presents four changes:from experience based to databased,from management based to service-based,from single linear to composite three-dimensional,and from passive response to active early warning.At present,the bottleneck challenges still faced by the reform of integrated police mechanism include:the differentiation of urban and rural structure leads to the difference of integrated construction,the coexistence of multiple types of"digital divide",the asynchronous development of integrated system construction and personnel structure system,and the deviation of incentive policy weakens the common understanding of integrated police mechanism.In order to improve the quality and efficiency of the operation of the policing mechanism,the reform of the integrated policing mechanism should strengthen the overall development and safety of the county-level public security organs.It is necessary to continuously optimize the top-level design of the strategic mechanism,implement accurate policies,increase the assistance for the integration construction at the county and urban levels,pay attention to the standard formulation and dynamic adjustment of the integrated mechanism,and speed up the construction of the talent training system of the integrated policing mechanism,in order to meet and adapt to actual combat needs.
