摘要
基于2010—2022年我国283个地级及以上城市的面板数据,以国家知识产权示范城市建设为准自然实验,采用双重机器学习模型检验其对科技创新和产业创新融合的影响及作用机理。研究发现:我国科技创新和产业创新融合水平稳步提升,呈现“东部领先、中部稍逊、西部追赶、东北滞后”的融合特征。知识产权示范城市建设显著推动了科技创新和产业创新融合,并且该影响在东部、一般行政等级、高执法强度的城市中更为明显。机制检验表明,知识产权示范城市建设对科技创新和产业创新融合的推动作用主要通过加强政府战略引领、深化区域协同创新、强化企业科技创新主体地位、促进高技能人才集聚来实现。此外,知识产权示范城市建设能有效缩小城市、城市群、南北地区、“胡焕庸线”以东和以西地区、沿海与内陆地区、大中小规模城市之间的科技创新和产业创新融合相对差距,缓解融合进程中“强者愈强、弱者愈弱”的马太效应。
Based on panel data from 283 prefecture-level and above cities in China covering 2010-2022,this study utilizes the construction of National Intellectual Property Demonstration Cities(NIPDC)as a quasi-natural experiment and employs a double machine learning model to examine its impact on the integration of technological innovation and industrial innovation,as well as the underlying mechanisms.The findings reveal a steady improvement in the level of the integration of technological innovation and industrial innovation in China,characterized by a regional pattern of"Eastern China leading,Central China slightly lagging,Western China catching up,and Northeast China trailing".The NIPDC policy has significantly promoted this integration,with more pronounced effects observed in eastern cities,those with higher administrative status,and those with stronger law enforcement.Mechanism analysis indicates that the policy primarily drives integration by enhancing strategic government guidance,deepening regional collaborative innovation,strengthening the dominant role of enterprises in technological innovation,and facilitating the agglomeration of highly skilled talent.Furthermore,the NIPDC policy significantly narrows the relative disparities in the integration of technological innovation and industrial innovation at the cities,urban clusters,northern and southern regions,areas east and west of the Hu Huanyong Line,coastal regions and inland,and large,medium,and small-sized cities,thereby mitigating the Matthew effect of"the strong getting stronger and the weak getting weaker"in the integration process.
