摘要
高标准农田建设是农业现代化发展建设的重要基础,对于提升农业生产效率、保障粮食安全具有重要意义。广西高标准农业建设项目虽建立了基本运行模式,但当前面临规划编制滞后与选址规划科学性不足并存、设计勘察深度不足与预算分配失衡、招标管理粗放化与主体责任界定模糊等现实困境。通过广西典型喀斯特地区边疆民族县——靖西市实地调研,发现当前制约因素有地理、资金、人力、产业等多方面。为充分做好下阶段广西高标准农田建设任务,提出以下发展对策:统筹规划与差异化支持、政策创新与资金保障、全过程质量监管体系构建、科技集成与标准化建设推进、创新投融资模式、建立市场化激励机制、管护责任体系与资金保障机制、长效管护机制构建与实施路径等。
High-standard farmland construction is an important foundation for the development of agricultural modernization,which is of great significance for enhancing agricultural production efficiency and guaranteeing food security.Although Guangxi high-standard agricultural construction project has established the basic operation mode,it is currently facing the real dilemmas such as lagging behind in the preparation of planning and insufficient scientificity of site selection planning,insufficient depth of design and survey and imbalance in the allocation of the budget,sloppy management of bidding and ambiguity in the definition of the main responsibility,and so on.Through the field research of Guangxi typical karst area border nationalities county—Jingxi City,found that the current constraints are:geography,capital,manpower,industry and other aspects.In order to do a good job in the next stage of Guangxi high-standard farmland construction tasks,puts forward the following development countermeasures:integrated planning and differentiation of support,policy innovation and financial security,the whole process of quality supervision system construction,science and technology integration and standardization of construction promotion,innovative investment and financing model,the establishment of market-based incentive mechanism,care responsibility system and financial guarantee mechanism,long-term care mechanism and implementation path.
