摘要
县级国土空间生态修复规划兼具上位规划传导与实施落地的双重属性,需要结合自然资源部门职能管理和要求明确规划的编制内涵,明晰编制逻辑和实施路径,确保规划得到科学编制和有效实施。以安徽省明光市为例,通过现状分析,明确生态修复核心问题和重点区域,制定规划实施方案,进而探索县级国土空间生态修复规划编制路径,以期为推进生态文明建设背景下同类规划工作提供理论支撑和实践借鉴。
The ecological restoration planning of county-level territorial space embodies dual attributes:it serves as a conduit for the transmission of higher-level planning directives and ensures their effective implementation and localization.It is necessary to clarify the connotation of the planning based on the functional management and requirements of the natural resources department,explore the logic and implementation path of the planning,and ensure that the plan is scientifically formulated and effectively implemented.This article takes Mingguang City,Anhui Province as an example.Through the analysis of the current situation,it clarifies the core issues and key areas of ecological restoration,formulates a planning and implementation plan to explore the preparation path of county-level land and space ecological restoration planning,and provide theoretical support and practical support for the implementation of similar planning under the background of promoting the construction of ecological civilization.Learn from practice.
