摘要
在推动新型城镇化、实现全体人民共同富裕的中国式现代化背景下,有序推进房地产发展模式转型,特别是完善保障性住房制度体系,对于促进经济高质量发展和社会和谐稳定十分关键和迫切。本文全面梳理了中国保障性住房制度的变迁历程,深度辨析了当前两种主要的住房保障模式;在此基础上,结合新型城镇化背景下保障性住房对象的调整扩大,从健全多元主体参与机制、完善租售并举制度、优化保障房与商品房“同权”机制、搭建“互联网+大数据”保障性住房平台以及因城施策等方面,系统探讨了未来适应中国新型城镇化发展趋向的住房保障新路径。
Under the background of promoting new-type urbanization and achieving common prosperity for all in the Chinese-style modernization,it is crucial and urgent to orderly advance the transformation of the real estate development model,especially to improve the system of the housing security.This is of great significance for promoting high-quality economic development and social harmony and stability.This article comprehensively analyzes the history of China's guaranteed housing system,and in-depth analysis of the current two main housing guarantee models;On this basis,in combination with the adjustment and expansion of the target group of guaranteed housing in the context of new urbanization,it systematically discusses and proposes a new path of housing security to adapt to China's new-type urbanization and development trend in the future,in terms of the mechanism of participation by multiple main bodies,the system of simultaneous leasing and selling,the mechanism of the“same right”between guaranteed and commercial housing,the construction of the“Internet+big data”platform for guaranteed housing,and the application of policies in accordance with the city.
