摘要
数智时代,数据资源的多样化以及人工智能技术的蓬勃发展,促进了犯罪向着智能化和新型化方向演进。传统侦查模式暴露出诸多缺点,主要包括人力主导的侦查模式制约侦查效率、“口供本位”的侦查模式与刑事司法理念相悖、反应型侦查模式难以实现犯罪预防等。大数据和人工智能为侦查与犯罪的博弈提供了新场域,也为侦查工作提供了新方案和新智慧。为完善“专业+机制+大数据”的新型警务运行模式,回应公安工作的时代要求,以“主动侦查、复线侦查、相关性分析、全链条侦查”为核心方向,从“技术层+机制层+保障层”三方面因素探索侦查模式升级路径,为公安工作现代化发展提供新智慧。技术层面要构建“AI+数据”侦查平台,丰富数据库资源,强化取证能力;机制层面要强化预测性侦查机制和跨域协同机制建设;保障层面要加强法律规制作用,着力培养专业化的人才队伍。
In the era of digital intelligence,the diversification of data resources and the vigorous development of artificial intelligence technology have promoted the evolution of crime towards intelligence and new type.The traditional investigation mode has exposed many shortcomings,mainly including the human-led investigation mode restricting the efficiency of investigation,the"confession-based"investigation mode contrary to the concept of criminal justice,and the reactive investigation mode difficult to achieve crime prevention.Big data and artificial intelligence provide a new field for the game between investigation and crime,and also provide new solutions and new wisdom for investigation work.In order to improve the new police operation mode of"professional+mechanism+big data"and respond to the requirements of the times of public security work,we should take"active investigation,double-line investigation,correlation analysis and full-chain investigation"as the core direction,and explore the upgrading path of investigation mode from three aspects of"technical layer+mechanism layer+security layer",so as to provide new wisdom for the modernization development of public security work.At the technical level,it is necessary to build an"AI+data"investigation platform,enrich database resources,and strengthen forensics capabilities;at the mechanism level,it is necessary to strengthen the construction of predictive investigation mechanism and cross-domain coordination mechanism;at the security level,we should strengthen the role of legal regulation and focus on training professional talents.
