摘要
公共图书馆网借服务作为线上线下服务融合和优质文化资源直达基层的重要实践,其可持续发展面临财政资源约束与区域差异的双重挑战。本文通过全国多地实践案例,系统分析网借服务在普及率、成本效益、区域均衡性等方面的发展困境,融合负责任创新与韧性理论构建协同框架,提出“成本弹性调控、区域资源共享、需求分层适配、服务全域渗透”四维路径。研究为破解财政依赖与区域失衡提供差异化解决方案:为东部发达地区提供“高效集约”优化方案,为中西部欠发达地区探索“低成本可及”推广模式,最终推动网借服务从“技术驱动”向“韧性与责任并重”的高质量发展转型。
Public-library online-lending services have become a critical practice for integrating digital and physical service channels and for delivering high-quality cultural resources to the grassroots.Yet their sustainable development now faces the dual challenges of fiscal constraints and marked regional disparities.Drawing on multi-site empirical cases across China,this paper systematically analyses the dilemmas of coverage,cost-effectiveness and regional balance,and develops a synergistic framework that integrates responsible innovation and resilience theory.Four mutually reinforcing pathways—cost-flexible adjustment,regionwide resource sharing,demand-tiered adaptation and full-area service penetration—are proposed.The study offers differentiated solutions to mitigate fiscal dependence and redress regional imbalance:an“efficient and intensive”optimisation model for the developed eastern regions,and a“low-cost and accessible”diffusion model for the less-developed central and western regions.Ultimately,the research steers online-lending services from a technology-driven paradigm toward a high-quality transition that equally emphasises resilience and responsibility.
