摘要
以党建引领为视角,探讨公立医院多院区协同发展的现实困境与破解路径。党建引领公立医院多院区协同发展有其必要性,党建能强化政治引领,确保多院区发展正确方向;党建能凝聚组织力量,提升多院区协同治理效能;党建能发挥思想优势,促进多院区文化融合与认同;党建能激发人才活力,为多院区协同发展提供智力支撑。当前,党建引领公立医院多院区协同发展,主要面临组织架构与权责边界模糊,党建引领力层层递减;党建资源分布不均,分院参与协同积极性受限;文化融合与认同感差异,阻碍协同向纵深发展;党建考核评价体系单一,协同发展动力不足等现实困境,亟须优化顶层设计、整合党建资源、深化文化融合、完善激励措施。
From the perspective of Party building leadership,this paper explores the practical predicaments and solutions for the coordinated development of multiple campuses in public hospitals.It is necessary for the Party building to lead the coordinated development of multiple campuses in public hospitals.Party building can strengthen political guidance and ensure the correct direction of the development of multiple campuses.Party building can unite organizational strength and enhance the efficiency of collaborative governance among multiple campuses.Party building can leverage ideological advantages and promote cultural integration and recognition among multiple campuses.Party building can stimulate the vitality of talents and provide intellectual support for the coordinated development of multiple campuses.At present,the leading role of Party building in the coordinated development of multiple campuses in public hospitals mainly faces the ambiguity of organizational structure and the boundaries of rights and responsibilities,as well as the gradual decline of the leading role of Party building.The distribution of Party building resources is uneven,and the enthusiasm of branch colleges to participate and collaborate is limited.Cultural integration and differences in sense of identity hinder the in-depth development of collaboration.The practical predicaments such as the single assessment and evaluation system for Party building and the insufficient impetus for coordinated development urgently require the optimization of top-level design,the integration of Party building resources,the deepening of cultural integration,and the improvement of incentive measures.
