摘要
科技成果转化率的严格定义至今未出现在任何官方的政策文件中,在此背景下,为完善科技成果转化率的统计标准和测算方法,提升测算结果的准确性和可比性,从使用语境、本质内涵、实践案例对科技成果转化率研究进行系统梳理,发现国内学术领域研究尚存三大缺口:一是对成果转化率的概念缺乏清晰定义,对其本质内涵研究十分不足;二是对成果转化率测算方法的理论研究十分匮乏,实践案例中显示的测算方法缺乏通用性的参考意义;三是对区域性的成果转化率测算路径研究有待丰富和深化。基于现有研究不足,重点围绕区域性成果转化率测算的实际应用提出未来研究的展望与框架,即建立基于多种统计口径的数量导向比值法和价值导向比值法相结合的测算路径。
The commercialization rate of scientific and technological achievements is regarded as a self-explanatory concept or standard,which is widely used by various sectors of society to measure the success or failure of scientific and technological achievement conversion work.Although its usage context is not authoritative and unofficial,and its source is rarely studied in relevant literature,it is still one of the most fundamental issues in studying the performance orientation of scientific and technological achievement commercialization.This paper systematically reviews the research on the commercialization rate of scientific and technological achievements from the perspectives of conceptual semantics,essential connotations,and practical cases,by collating domestic academic papers and practical cases to comprehensively summarize the current research status.It is found that there are still three major gaps in domestic academic research.Firstly,there is a lack of clear and unified definition of the concept of achievement commercialization rate,and there is insufficient research on its essential connotations.Secondly,theoretical research on methods for calculating the achievement commercialization rate is very limited,and the calculation methods demonstrated in practical cases lack generalizable reference value.Thirdly,the research on the calculation path of the regional achievement commercialization rate needs to be further enriched and deepened.Building on the gaps in existing research,it proposes future research directions and a framework focused on the practical application of measuring regional achievement commercialization rates,namely establishing a measurement pathway that combines quantity-oriented and value-oriented ratio methods based on multiple statistical calibers.
