摘要
农村厕所革命不仅是卫生环境的根本性变革,也是农村生活方式的深刻转型,其战略目标在于优化乡村人居品质、培育村民生态健康素养,推动生态文明建设与乡村全面振兴有机融合。本文系统梳理和总结了中国农村厕所革命的政策发展历程、改革举措和实施成效。针对当前农村厕所革命仍面临的多重挑战,提出了持续推进农村厕所革命的路径,包括构建差异化改厕模式与资源化利用体系;加强宣传引导,激发农民主体意识;完善多元投入与监管机制;转变考核导向,强化政策协同,以期为农村厕所革命进一步提质增效提供决策参考。
The rural toilet revolution represents not only a fundamental transformation of sanitation environments but also a profound shift in rural lifestyles.Its strategic objectives lie in enhancing the quality of rural living environments,cultivating ecological health literacy among villagers,and promoting the organic integration of ecological civilization construction with comprehensive rural revitalization.This paper systematically reviews and summarizes the policy evolution,reform measures,and implementation outcomes of China’s rural toilet revolution.Addressing the multiple challenges still confronting this initiative,it proposes pathways for its sustained advancement.These include:establishing differentiated toilet renovation models and resource utilization systems;strengthening publicity and guidance to stimulate farmers’sense of ownership;improving diversified investment and oversight mechanisms;and shifting evaluation priorities to enhance policy coordination.These recommendations aim to provide decision-making references for further improving the quality and efficiency of the rural toilet revolution.
