摘要
环北广西工程作为区域发展的重要基础设施项目,在建设过程中产生的临时用地复垦工作面临多重挑战。本研究着眼于临时用地复垦全周期的风险管控,通过深入分析土壤退化、资金短缺及后期管护缺位等主要风险及成因,构建了涵盖规划设计、施工监管直至验收评估的全方位风险防控体系。在方案优化方面,制定差异化复垦技术路线,重点强化表土保护、群众利益等关键环节。实践表明,通过实施分阶段风险防控措施,可有效提升复垦质量达标率,为后续农业生产创造有利条件。
As an important infrastructure project for regional development,Guangxi Water Resources Allocation Project Around Beibu Gulf faces multiple challenges in the reclamation work of temporary land during construction.This study focuses on the risk management throughout the entire cycle of temporary land reclamation,analyzes the causes for main risks such as soil degradation,funding shortages,and inadequate post-construction maintenance.A comprehensive risk prevention system has been established,covering planning and design,construction supervision,and final acceptance evaluation.In terms of scheme optimization,differentiated reclamation technical routes have been formulated,emphasizing key aspects such as topsoil protection and public interests.Practice shows that implementing phased risk prevention measures can effectively improve the compliance rate of land reclamation quality,create favorable conditions for subsequent agricultural production.
