摘要
专精特新企业是指实现专业化、精细化、特色化发展,创新能力强,质量效益好的企业,虽然规模偏小,但普遍拥有“独门绝技”,在细分领域建立了竞争优势,是优质中小企业的中坚力量。以中小企业“专精特新”培育为题,立足吉安现实条件和发展需要,梳理相关部门的公开数据以及实地走访调研,分析吉安市专精特新企业培育现状,并介绍其具体做法与取得的成效,面对源头企业不足、政策服务不完善、产业集群融合不深等现实困境,提出强化要素导入、优化政策、聚焦特色、强化金融服务等对策,探索吉安中小企业“专精特性”培育新路径,促进专精特新企业量质双升,为吉安经济高质量发展奠定坚实基础。
“Specialized,refined,distinctive,and innovative”enterprises refer to those that achieve specialization,refinement,distinctiveness,and innovation,characterized by strong innovation capacity,high quality,and sound efficiency.Although relatively small in scale,these enterprises usually possess unique expertise and have built competitive advantages in niche markets,serving as the backbone of high-quality SMEs.This paper,based on the actual conditions and development needsof Ji’an city,investigates the cultivation of such enterprises through the analysis of public data from relevant departments and field research.It examines the current situation,specific practices,and achievements of Ji’an’s“specialized,refined,distinctive,and innovative”enterprises.Facing practical challenges such as an insufficient number of source enterprises,imperfect policy services,and weak industrial cluster integration,the study proposes strategies including strengthening factor input,optimizing policies,highlighting distinctive advantages,and enhancing financial support.The paper aims to explore new cultivation paths for Ji’an’s SMEs to achieve both quantitative and qualitative growth,thereby laying a solid foundation for the city’s high-quality economic development.
