摘要
随着创新驱动发展战略的深入推进,国有企业作为科技创新的核心主体,其创新与研发(以下简称“创研”)生态建设对于保障国家战略安全、推动产业升级具有关键意义。以国内某海洋油气开发工程企业为研究对象,基于创新文化、人才培养、研发机构布局、生态体系建设等,对标国际一流工程公司,构建多维度创新融合的国有企业创研生态实践。采取模式创新、机制创新与管理创新等举措,形成三层科创平台、校企联合研究院、揭榜挂帅与赛马机制特色管理模式,实现了关键核心技术突破与科技成果高效转化。
With the in-depth advancement of the innovation-driven development strategy,state-owned enterprises,as the core entities of scientific and technological innovation,play a crucial role in safeguarding national strategic security and advancing industrial upgrading through the construction of their innovation and R&D ecosystems.Taking a domestic marine oil and gas development engineering enterprise as the research object,this paper analyzes its practical paths for building a multi-dimensional innovation-integrated innovation and R&D ecosystem,based on evaluation systems covering innovation strategy,organization,resources,and ecosystem,while benchmarking against world-class engineering companies.By virtue of model innovation,mechanism innovation,and management innovation,the enterprise has developed distinctive models such as the“three-tiered sci-tech innovation platform”,“university-enterprise joint research institutes”,and“mechanisms of‘soliciting proposals to address key challenges’and‘competition among teams’”.These efforts have enabled breakthroughs in key core technologies and the efficient transformation of scientific and technological achievements.
