摘要
本文梳理了新中国海关卫生检疫风险管理的发展脉络,分析了从单一风险处置举措到组织体系、风险准则、监测评估、预警处置、交流评价等全过程的风险管理方法内容,总结了各发展阶段的主要风险管理成就。结合当前卫生检疫发展形势与全球疫情挑战,提出了以精准检疫、智慧检疫为统领的组织体系、原则准则、技术方法等风险管理建议。
This paper reviews the development of risk management in health quarantine by China Customs since the founding of the People′s Republic of China.It analyzes the evolution from single risk response measures to a comprehensive risk management process encompassing organizational systems,risk criteria,monitoring and evaluation,early warning and response,and communication.The paper summarizes the major achievements in risk management at each stage and proposes recommendations for future development,focusing on precise and intelligent quarantine as the guiding principles for organizational systems,risk criteria,and technical methods.
