摘要
基于双碳目标和建筑领域碳排放配额纳管扩容背景,为精准推动建筑节能降碳,本文提出了一种融合“历史法”与“基准法”理念的动态分档分配新方案。该方案通过建立动态更新的单位面积碳排放强度“约束值”与“引导值”,将建筑划分为“超标”“合理”与“先进”三档,并据此实施差异化的免费配额分配比例,形成“奖优罚劣”的激励约束机制。通过对典型建筑的试算证明,新方案能将整体有偿配额比例控制在7.3%,预计年降碳量达2.1万吨,有效且可行,为上海市建筑碳交易提供技术支撑。
Based on the dual carbon goals and the background of expanding the carbon emission allowance management in the construction sector,this paper proposes a new dynamic tiered allocation scheme that integrates the concepts of“historical method”and“benchmark method”to precisely promote building energy conservation and carbon reduction.By establishing dynamically updated“constraint values”and“guidance values”for carbon emission intensity per unit area,the scheme divides buildings into three tiers:“exceeding standards”,“reasonable”,and“advanced”,and implements differentiated free allowance allocation ratios accordingly,forming an incentive and restraint mechanism that“rewards the good and punishes the bad”.Trial calculations on typical buildings demonstrate that the new scheme can control the overall paid allowance ratio at 7.3%,with an estimated annual carbon reduction of 21,000 tons.It is effective and feasible,providing technical support for Shanghai’s construction carbon trading.
