摘要
根据评阶指标筛选原则,建立了反映区域水环境-社会经济系统现状的评阶指标体系和多层次污染负荷分配计算模式.在评价指标权重的确定上,将Delphi法和AHP法相结合,以减少个人主观性带来的不利影响.在污染负荷分配上,根据决策层与目标层间关系,将决策层中各城市相对于目标层中待分配污染负荷总量的组合权重之比作为污染负荷分配量之比,并以此进行允许排污量分摊。实例研究表明,所建模式对涉及社会、经济、环境和技术等多领域的水污染负荷分摊问题具有良好的适用性,为水质调控管理提供了一种新方法.
An evaluation index system reflecting the present state of water environmental-social economic system, and a methodology with multiplayer structure for waste load allocation are established respectively according to the principles of index screening. On the determination of weights of evaluation indexes, the effect of individual subjectivity can be greatly reduced, and the reliability of assessment conclusion can be further heightened through the combination of Delphi method and Analytical Hierarchy Process. During the determination of waste load allocation, the ratios between the combinatorial weight of each evaluated example comparing to the total objective are treated as the ratios of waste load allocation between evaluated examples. Result shows that the method provided here can be applied to the allocation of waste loads effectively.
