摘要
【目的】评估农村承包地经营权抵押贷款政策在提升粮食主产区县域农业全要素生产率方面的效果并探讨其作用机制,为完善政策的运行提供参考。【方法】基于2013—2019年中国511个县的面板数据,采用双重差分法并构建固定效应面板模型,研究农村承包地经营权抵押贷款政策对县域农业全要素生产率的影响。【结果】①农村承包地经营权抵押贷款政策能显著促进县域农业全要素生产率。②农村承包地经营权抵押贷款政策通过促进人口与经济层面的金融集聚,提高农业经营主体获取信贷的可得性,最终提高县域农业全要素生产率。③农村承包地经营权抵押贷款政策在不同区域的政策效果不同,东部地区、经济发展水平较高地区和农业机械化水平较高地区效果最好。【结论】应结合区域具体情况,有针对性地制定与所在区域具体情况相匹配的农村承包地经营权抵押贷款政策,提高政策的长期可适用性。
【Objective】Evaluate the effectiveness of the mortgage policy of rural contracted land management rights on enhancing agricultural total factor productivity in the counties of major grain-producing areas,and explore the mechanism of action,so as to provide support for improving policy implementation.【Method】Based on the panel data of 511 counties in China ranging from 2013 to 2019,we use the difference-in-difference in a fixed-effect panel model,and study the impact of the mortgage policy for rural contracted land management right on agricultural total factor productivity in counties.【Result】①The mortgage policy for rural land management right can significantly promote the agricultural total factor productivity at county-level.②The mortgage policy for rural land management right promotes financial agglomeration at the demographicand economic levels,improves the availability of credit to agricultural business entities,and ultimately increases the agricultural total factor productivity of counties.③The mortgage policy effect of the rural contracted land management right varies in different regions the effect is more dominant in the eastern region,the more economically developed region and the region with higher level of agricultural mechanization.【Conclusion】The mortgage policy of rural contracted land management right should be formulated in a targeted way that matches the specific situation of the region and improves the long-term applicability of the policy in the light of the specific situation of the region.
