摘要
新加坡人民行动党得以长期执政的原因是其建立了较为完善的党内治理体系。自1954年成立至今,新加坡人民行动党初步形成了“理念—制度—行为”相互支撑的内部治理范式,在党内营造良好的政治生态,使政党肌体保持一种健康状态,从而持续提升自身的执政能力和政治效能,获得了多数新加坡人的信赖与支持,夯实长期执政的现实基础。其中,理念治理的核心在于思想引导与教化,人民行动党强调“为人民行动”“精英政治”“清正廉洁”等理念的潜移默化影响,试图通过政党价值观的内在塑造,强化全体党员对政党使命的理性认知与行动自觉;制度治理的要义在于建章立规,人民行动党确立“中央—支部”两级组织架构,制定“普通党员—干部党员”分类管理制度,较好地实现“党纪—国法”无缝衔接,奠定了政党组织与运行的合法依据;行为治理的关键在于规范有序,人民行动党注重流程化管理,分别聚焦“上下一体”沟通、“内外一体”选才和“党政一体”监管等重要环节,建立科学有效的党务工作机制。新加坡人民行动党的党内治理实践所体现出的自我检讨文化、刚柔并济发力、政党治理与国家治理良性互动等特征,对其他国家政党的自身建设具有一定的启示和借鉴意义。
The long-term governance of the People's Action Party(PAP)in Singapore can be attributed to the establishment of a relatively robust inner-party govemance system.Since its inception in 1954,the PAP has developed an internal governanee paradigm based on the principles of"concept-institution-action",fostering a positive political ecology within the party.This has en-abled the PAP to maintain a healthy state and continuously enhance its goveming capabilities and political effectiveness.As a re-sult,the PAP has garnered the trust and support of the majority of Singaporeans,solidifying its foundation of long-term gover-nance At the core of ideological govemance lies guidance and cultivation through thought.The PAP attaches great importance to the subtle influence of such concepts as"serving the people,""meritocracy,"and"integrity and probity",seecking to strengthen all party members'rational understanding of the party's mission and their conscious action through the internal shaping of party val-ues.The essence of institutional governance lies in the establishment of rules and regulations.The PAP has established a two-tier organizational structure comprising Party central committee and Party branches,and formulated a classified management system for ordinary Party members and cadre Party members.This ensures seamless coordination between Party disciplines and state laws,laying a legal foundation for the organization and operation of the PAPThe key to behavioral governance lies in standardiza.tion and orderliness.The PAP focuses on process-oriented management,targeting critical elements such as"top-down integra.tion"in communication,"internal-external unity"in talent selection,"Party-govenment synergy"in oversight,to establish a sci-entific and effective mechanism for party affairs.The inner-party govemance practices of the PAP in Singapore,which demon-strate a culture of self-review,a combination of assertive and adaptive approaches,and positive interactions between party and na-tional governance,offer valuable insights and lessons for the development of political parties in other countries.
