摘要
农户参与合作社这种新型农业合作组织能否激发其内生发展动力?这是一个尚待研究的学术问题。笔者对甘肃省宕昌县农业产业合作社进行了村集体、合作社、农户三个层级的微观问卷(入户)抽样调查,并通过实证研究发现合作社参与能够显著激发农户的部分内生动力。(1)合作社参与可以显著提高农户的积极性,推动农户更多地参与技能培训、使用新推广的农业技术、参与公共事务;(2)合作社参与可以显著增强农户的成功动力信念,使他们相信通过努力可以摆脱贫困,减少贫困的外部归因;(3)合作社参与并未显著激发农户的掌控感和自主性,这可能源自合作社中的普通成员在合作社有限的民主参与和对政府帮扶政策的长期依赖。进一步分析发现,农户参与合作社的深度、得到的特定生产和社会支持以及最终获得的社会认同感是影响内生动力的主要来源。异质性分析结果表明,合作社参与对内生动力的影响主要存在于低能力的贫困户中。
Previous studies have found that farmer cooperatives contribute to promoting the development of China's rural industries,enhancing farmers'technology adoption,agricultural income,and well-being.However,does participation in these new agricultural cooperative organizations stimulate farmers'endogenous power?It remains an important academic question awaiting further research.The authors conducted a micro-level questionnaire survey across three tiers—village collectives,cooperatives,and individual farmers—in agricultural cooperatives of Tanchang County,Gansu Province.The results show that participation in cooperatives can significantly stimulate certain dimensions of farmers'endogenous power.First,participating in cooperatives can significantly enhance the motivation of farmers:cooperative members are more likely to attend skills training,adopt newly promoted agricultural technologies,and engage in local public affairs.Second,participating in cooperatives can significantly enhance farmers'belief regarding the driving force of success in life:members are more likely to believe that effort can lift them out of poverty and are less prone to attribute poverty to external,uncontrollable factors.Third,participation in cooperatives has not significantly stimulated farmers'sense of mastery and autonomy:limited democratic participation within cooperatives and long-standing reliance on government assistance may explain the outcome.Further analysis reveals that the degree to which farmers participate in cooperatives,the specific production and social support they receive,and the social recognition they acquire are the main sources influencing endogenous power.Finally,the results of heterogeneity analysis indicate that the positive effects of cooperative participation on endogenous power are concentrated among low-capacity poor households.This paper enriches the empirical literatures on the functions of cooperatives—particularly their non-economic roles—and adds empirical evidence on how cooperative participation affects farmers'endogenous power.
