摘要
随着江苏省“水运江苏”“美丽江苏”建设的深入推进,内河小型散货码头作为水运体系的重要组成部分,其污染防治问题日益凸显。本文基于江苏省120家内河港口企业的实地调研数据,系统分析了内河小型散货码头在扬尘防治、雨污水治理及运行管理方面存在的突出问题,构建了“基础设备全覆盖-区域共享协同-数字化监管”三位一体的管控技术体系,并从技术路径、管理机制和监管模式三个维度提出了具体的解决方案,以期为内河小型散货码头的绿色转型提供理论依据和技术支撑。
With the deepening advancement of the"Water Transport Jiangsu"and"Beautiful Jiangsu"initiatives in Jiangsu Province,the pollution prevention and control at small inland bulk cargo terminals,as an integral component of the water transport system,has become increasingly prominent.Based on field survey data from 120 inland port enterprises in Jiangsu Province,this paper systematically analyzes the prominent issues in dust pollution control,rainwater and sewage treatment,and operational management at these terminals.It constructs a three-pronged management and control system encompassing"full coverage of basic equipment-regional sharing and collaboration-digital supervision,"and proposes specific solutions across three dimensions:technical pathways,management mechanisms,and regulatory models.This aims to provide theoretical foundations and technical support for the green transformation of small inland bulk cargo terminals.
