摘要
党的十八大以来,习近平总书记围绕边疆治理作出开创性论述,构成了习近平新时代中国特色社会主义思想的重要组成部分。党的二十届四中全会明确“十五五”是基本实现现代化的关键承启期,将推进国家安全体系和社会治理能力现代化纳入部署,凸显边疆治理的全局地位。相关论述立足边疆“边缘”转“前沿”战略定位转变、风险挑战交织背景及治理现代化要求,构建以“美好生活”为目标、“复合正义”为价值、“多元共治”为格局、“多维并举”为路径的理论体系,既回应“十五五”高质量发展需求,又具系统创新性。其深度契合四中全会“健全国家安全体系、完善社会治理体系”要求,实现学术思想、理论观点、研究视野三重创新,为构建中国特色边疆治理话语体系注入动能,既对接“十五五”制度部署、丰富治理理论,又为全球破解区域失衡与治理难题提供中国方案,彰显制度优势。
Since the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping has put forward pioneering discourses on border governance,which constitute an important part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China has clarified that the 15th Five-Year Plan period is a critical juncture for basically realizing socialist modernization,incorporating the modernization of the national security system and social governance capacity into its deployments and highlighting the overall strategic position of border governance.Rooted in the strategic transition of border areas from“periphery”to“frontline”,in the intertwined risks and challenges and in the requirements of governance modernization,these discourses have constructed a theoretical system centered on“a better life”as the goal,“composite justice”as the value,“pluralistic co-governance”as the pattern and“multi-dimensional approaches”as the path.This system not only responds to the development needs of high-quality growth during the 15th Five-Year Plan,but also embodies systematic innovation.Closely aligning with the plenum’s requirements to“strengthen the national security system and improve the social governance system”,these discourses realize triple innovations in academic thought,theoretical perspectives and research horizons.They inject momentum into building a Chinese discourse system for border governance,connect with the institutional arrangements of the 15th Five-Year Plan to enrich governance theories and provide Chinese therapies for global challenges of regional imbalance and governance,demonstrating institutional advantages.
