摘要
近年来港口码头环境风险应急处置越来越受到国家关注,在各类环境风险事故中,溢油事故的应急处置一直是重中之重。作为水上交通及原油运输的主要地点,港口及其周边海域一旦发生溢油事故,将对海洋环境产生极大的影响。在此背景下,传统的纸质化溢油应急桌面演习由于其脚本固定、操作复杂等缺点已不能满足溢油应急处置的工作要求,急需开展常态化、无脚本化的溢油环境风险处置演习工作。本研究以烟台港西港区30万吨级原油码头为例,通过构建原油码头溢油风险应急数智化桌面推演系统并进行应用,提升港口环保人员的溢油应急风险处置技能与各项处置流程衔接能力,提升环境风险应对效率,从而降低潜在溢油风险对港口及周边海洋的环境影响。
In recent years,the national attention to the emergency disposal of environmental risks in port terminals has gradually increased.Among various types of environmental risk accidents,the emergency disposal oil spill accidents has always been the focus.Ports and the surrounding waters,as the main locations for water traffic and crude oil transportation,will have a huge impact on the marine environment once an oil spill accident.In this context,traditional paper-based emergency desktop exercises for oil spills have become inadequate to meet the operational requirements of oil spill emergency response due to their fixed and complex operations.There is an urgent need to conduct routine,scriptless exercises for oil spill risk management.This study takes the 300,000-ton crude oil terminal in the western port area of Yantai Port as an example,and constructing and applying a digital desktop simulation system for emergency response to oil spill risk in crude oil terminals,it aims to improve the emergency response skills of port environmental protection personnel to oil risks and their ability to coordinate various response processes,enhance the efficiency of environmental risk response,and thus reduce the potential impact of oil spills on the environment of the port and the ocean.
