摘要
中国低空经济的蓬勃发展面临着安全治理新挑战,亟须兼具先进技术素养、法律法规精通度与实战应用能力的复合型低空安全治理人才,公安院校凭借在警务实战、安全防控及法律应用领域的独特优势,成为此类人才培养的核心阵地。通过剖析低空经济发展态势、伴生安全风险与人才需求特征,梳理国内“双一流”高校、地方高校、职业院校及公安院校的多元培养格局,指出当前人才培养存在复合型知识结构不足、实战能力与法律素养融合不够、政校警企协同育人机制不健全、科研反哺教学机制不完善等问题。以湖南警察学院为案例,解构其“一体两翼三环四驱”低空安全治理特色人才培养框架,从核心课程群建设、实训体系完善、政校警企协同育人机制构建及科研反哺教学等维度,展现公安院校在低空安全治理人才培养中的实践路径,为低空经济安全健康发展提供坚实的人才保障。
The rapid development of China's low-altitude economy has created new challenges in safety governance,highlighting the urgent need for versatile talents in low-altitude safety management who possess advanced technical skills,a strong understanding of laws and regulations,and practical application abilities.Police academies,utilizing their unique strengths in public security,practical combat,safety prevention and control,and legal studies,have become key training centers for developing such talents.By analyzing the trends in the low-altitude economy,related safety risks,and talent needs,this study examines different training models among domestic"Double First-Class"universities,local universities,vocational colleges,and public security colleges.It identifies issues in talent development,such as incomplete knowledge structures,weak integration of practical combat skills with legal literacy,fragmented collaboration mechanisms among government,universities,police,and businesses,and insufficient integration of scientific research into teaching.Using Hunan Police Academy as a case study,this paper explores its distinctive talent development framework for low-altitude safety governance,called the"One Goal Positioning,Two Competence Pillars,Three Value Orientations,and Four Implementation Paths"model.It details how core curriculum design,refinement of practical training systems,establishment of collaborative education among government,universities,police,and businesses,and the integration of scientific research into teaching all contribute to cultivating talents for low-altitude safety management.This provides a robust talent foundation to support the safe and sustainable growth of the low-altitude economy.
