摘要
以ChatGPT为代表的生成式人工智能拥有强大的数据处理能力、精密的算法运行能力以及突出的人机交互能力,将其引入智慧侦查建设中符合“向科技要警力”的新时代理念且具有极大可行性。引入生成式人工智能能够在多方面助力智慧侦查建设,为加速实现侦查工作与数字技术融合发展注入新动能,但其中也存在诸如侵犯公民隐私、禁锢侦查思维、泄露情报信息等巨大风险。面对机遇和风险并存之局面,只有从意识观念、追责制度、数据管理等方面进行全范围规范和引导,积极探寻风险规制之道,才能使生成式人工智能持续赋能智慧侦查建设。
Generative artificial intelligence represented by ChatGPT has powerful data processing ability,precise algorithm operation ability,and outstanding human-computer interaction ability.Its introduction into the construction of intelligent investigation is in line with the concept of"Strengthen the police force with science and technology"in the new era and is of feasibility.The introduction of generative artificial intelligence can help the construction of intelligent investigation in many aspects,and inject new momentum into the integration of investigation work and digital technology.However,there are also huge risks,such as infringing on citizens'privacy,imprisoning investigative thinking,and leaking intelligence information.In the face of the coexistence of opportunities and risks,only by standardizing and guiding from the aspects of consciousness,accountability system,and data management,and actively exploring the way of risk regulation,can generative artificial intelligence continue to empower the construction of intelligent investigation.
