基于全周期的城市河道水环境治理工程绩效评估——以上海某城镇区域为例

Performance Evaluation on Water Environment Treatment Project of Urban River Based on Whole Life Cycle:A Case Study on Urban Area in Shanghai

摘要 对于城市河道水环境治理工程绩效评估,传统方法常局限于治理后的效果评价,未能贯穿项目全周期,难以保证此类工程的系统化、高质量、可持续发展。为识别城市河道水环境治理工程不同阶段的关键影响因素,构建了具有全生命周期视角工程绩效评估指标体系,准则层包括成本投入、技术管理、治理效果、延伸效益和维护管理5个维度,并设置9个因素层对准则层进行细化,筛选了34个具体评估指标。运用层次分析法结合专家咨询,确立了各项指标的合理权重、分级评价标准与综合评价模型。选取上海城郊某城镇区域进行实证应用,研究区域河道水环境治理工程绩效综合评分77.71分,为合格接近良好水平,需进一步提升生态修复成效和经济效益挖掘,评估结果可为优化提升河道水环境治理成效提供依据。 The traditional evaluation methods for the performance of urban river water environment treatment projects are often limited to the evaluation of the effectiveness after treatment,and these methods have not been able to run through the entire project cycle,making it difficult to ensure the systematic,high-quality,and sustainable development of such projects.This paper identifies the key influencing factors at different stages of urban river water environment governance projects,and constructs a performance evaluation index system with a full lifecycle perspective.The criterion layer includes five dimensions:cost input,technical management,governance effect,extended benefits,and maintenance management.Nine factor layers are set up to refine the criteria,and 34 specific evaluation indicators are selected.By using the Analytic Hierarchy Process combined with expert consultation,reasonable weights,grading evaluation standards,and comprehensive evaluation models for various indicators have been established.Selecting a certain urban area in Shanghai for empirical application,the comprehensive performance score of the river water environment governance project in the study area is 77.71 points,which is close to a good level of qualification.It is necessary to further improve the ecological restoration effect and economic benefits.The evaluation results can provide a basis for optimizing and improving the effectiveness of river water environment governance.
