摘要
[目的/意义]为深入把握高校国家知识产权信息服务中心未来的发展方向,基于近五年高校中心所取得的实际进展,政策文本《高校国家知识产权信息服务中心工作指引》应运而生。该政策文本回顾以往政策要旨,结合工作实际,提出共四章十八条的丰富内容,搭建起高校中心未来发展的三层行动框架——理念层、服务层与保障管理层。[方法/过程]以此为起点,采用质性研究方法对有关高校中心发展的17篇国家性政策文本进行深入剖析,丰富框架具体内容。[结果/结论]研究得出,为实现高质量发展的目标,高校中心需从五条路径着力:坚持指导思想,引领知产实践新导向;筑牢基础性服务,匹配效能供给新需求;深入惠及性服务,延伸效益覆盖新格局;聚焦重点服务项,攻克提质升级新挑战;强化保障和管理,贯通驱动转型全流程。
[Purpose/Significance]In order to grasp the future development direction of national intellectual property information service centers of universities and based on the actual progress made by the university centers in the past five years,the policy text Guidelines for the National Intellectual Property Information Service Centers of Universities was established.Reviewing the main points of the previous policies and combining them with the actual work,this policy text puts forward four chapters and eighteen articles with rich connotations,and sets up a three-tier action framework for the future development of university centers:the conceptual layer,the service layer and the guarantee management layer.[Method/Process]Taking this as a starting point,the study analyzes 17 national policy texts related to the development of university centers using qualitative research methods to enrich the specific content of the framework.[Result/Conclusion]The study concludes that to achieve the goal of high-quality development,university centers should focus on five paths:adhering to the guiding ideology to lead the new orientation of intellectual property practice;building basic services to match the new demand for effective supply;deepening beneficiary services to extend the coverage of benefits to a new pattern;focusing on the key services to overcome the new challenges of quality enhancement and upgrading,and strengthening the safeguard and management to go through the whole process of driving the transformation.
