摘要
在人工智能时代,人工智能与情报的结合对国家安全的影响日益显著,对国际关系产生了越来越大的影响。在人工智能与世界格局急遽变化双重加持下,“五眼联盟”正发生深度转型。“五眼联盟”异化为实质性政治安全联盟,将情报议题安全化、政治化凸显,并将人工智能赋能情报工作和军事领域;部分扩员对象已实质参与“五眼联盟”情报工作,正在构建多层次情报网络体系;特朗普政府第二任期,“五眼联盟”将继续转型升级。究其原因,面对世界政治极端化态势加剧,根植于美国霸权安全观的主导,“五眼联盟”将情报网络赋能于外交政策,立足于提升联盟实力,以应对极端化态势和新型安全问题的挑战。“五眼联盟”深度转型对世界格局、中国及周边国家安全产生了重要影响。
In the era of Artificial Intelligence,the combination of artificial intelligence,intelligence,and national security is having an increasingly significant impact on international relations.Under the dual support of artificial intelligence and the rapidly changing world,the"Five Eyes Alliance"is undergoing a deep transformation.The"Five Eyes Alliance"has been transformed into a substantive political security alliance,becoming more aggressive and threatening,highlighting the securitization and politicization of intelligence issues,and empowering intelligence work and military fields with artificial intelligence.Some of the expansion members have already substantially participated in the intelligence work of the"Five Eyes Alliance"and are building a multi-level intelligence network system;in the era of Trump 2.0,the"Five Eyes Alliance"will continue to transform and upgrade,threatening the national security of other countries.The reason is that,in the face of increasing political polarization in the world and rooted in the dominance of the hegemonic security concept of the United States,the"Five Eyes Alliance"empowers intelligence networks in foreign policy,aiming to enhance the alliance's strength and adapt to the challenges of the situation of the polarization and emerging security issues.However,the deep transformation of the"Five Eyes Alliance"has had an important impact on the structure of the world,the national security of China and its neighboring countries.
