摘要
形式主义是作风建设中的一大顽疾,整治形式主义是新时代加强作风建设的重要内容,为基层减负则是整治形式主义的具体体现和必然要求。从价值意蕴来看,整治形式主义为基层减负不仅是持续强化党的作风建设的内容要义,还是促进基层工作提质增效的重要举措,更是激发党员干部担当作为的必然要求,旨在为全面深化改革提供作风保证。从现实表征来看,审视为基层减负工作的形式主义问题背后的原因,是探讨具有针对性、实效性的治理策略的逻辑必然。整治形式主义为基层减负,主要呈现出思想上不够重视、问题导向性不足、经验总结需强化、协同配合不够强等问题。从有效措施看,整治形式主义为基层减负是一项系统性工程,需要前瞻性思考、系统性谋划、整体性推进,着力强化思想引领、突出问题导向、坚持守正创新、注重系统治理以及抓好制度规范,亮明一抓到底的鲜明态度,提出行之有效的改进举措,总结固化良好的经验做法,提升为基层减负的实际效能,健全为基层减负的长效机制。
Formalism is a persistent problem in the Party's work style construction.Combating formalism to alleviate the burden on grassroots constitutes an important component of strengthening the Party's work style construction in the new era.From the perspective of value implications,combating formalism to alleviate the burden on grassroots is not only an essential element in continuously strengthening the Party's work style construction,but also a crucial measure for improving the quality and efficiency of grassroots work,and a necessary requirement for inspiring Party members and cadres to assume responsibilities and act.It aims to provide work style assurance for comprehensive deepening reforms.From the perspective of realistic manifestations,examining the reasons behind the formalism issues in the work of alleviating the burden on grassroots is a logical imperative for exploring targeted and effective governance strategies.Combating formalism to alleviate the burden on grassroots primarily manifests problems such as inadequate attention in ideology,insufficient problem orientation,weak experience summarization,and poor coordination.From the perspective of effective measrues,combating formalism to alleviate the burden on grassroots constitutes a systematic project that requires forward-looking thinking,systematic planning,and overall advancement.Efforts should focus on strengthening ideological guidance,highlighting problem orientation,adhering to upholding fundamental principles and promoting innovation,emphasizing systematic governance,and improving institutional norms.A clear attitude of persisting in implementation to the end should be demonstrated,effective improvement measures should be proposed,successful experiences and practices should be summarized and institutionalized,the actual effectiveness of alleviating the burden on grassroots should be enhanced,and long-term mechanisms for alleviating the burden on grassroots should be established.
