摘要
针对高校实验室资源利用率低、管理分散、协同不足等问题,基于LASKC框架(涵盖精益管理、敏捷管理、系统思维、知识管理与持续改进),构建了“学院内-跨学院-跨校”的分层共享管理模式。该模式由动态调度系统实现资源实时分配,依托统一资源平台打破信息壁垒,并借助数据反馈机制持续优化管理流程。在杭州电子科技大学信息工程学院的实践结果表明:实施后设备平均利用率由60.2%提升至85.1%,跨学院共享率由50.3%提升至78.2%;申请响应时间由原来的77 h缩短至26 h,用户满意度由65.4%提升至88.2%;联合项目数与区域服务收入均实现数倍增长。该模式为高校实验室向“服务平台型”转型提供了可供参考的解决方案。
To address the issues of low resource utilization,fragmented management,and insufficient collaboration in university laboratories,this study constructs a hierarchical sharing management model of"within-college,inter-college,and inter-university"based on the LASKC framework(Lean Management,Agile Management,Systems Thinking,Knowledge Management,Continuous Improvement).The model facilitates optimized resource allocation and collaborative sharing through a dynamic scheduling system,breaks down information barriers by relying on a unified resource platform,and continuously optimizes management processes by using a data feedback mechanism.An empirical study results show that after implementation,equipment average utilization rate increases from 60.2%to 85.1%,intercollege sharing rate rises from 50.3%to 78.2%,user satisfaction improves from 65.4%to 88.2%,and application response time is reduced from 77 hours to 26 hours;significant improvements are observed in interdisciplinary collaboration and external services,with both the number of joint projects and regional service revenue increasing several-fold.This model provides a referential solution for the transformation of university laboratories toward a service platform-oriented model.
