摘要
在数字经济快速发展的场背景下,国有煤炭企业在招标采购中还面临着管理理念落后、信息化程度不足、管理模式粗放、技术人才短缺等问题。以国有煤炭企业作为研究对象,系统性地梳理其招标采购流程的行业特征与核心困境,结合供应链协同与数字化治理理论,建议煤炭企业通过引入大数据、区块链、云计算、人工智能等前沿技术,构建起“制度重构-管理革新-技术赋能-人才保障”四位一体的改革框架,并提出了加强信息化平台建设、风险预警机制与绩效评价体系的具体对策,为国有煤炭企业招标采购的数字化转型提供理论支撑,也为国有企业招标采购的模式改革增加可参考的范式。
With the rapid advancement of the digital economy,state-owned coal enterprises face a range of challenges in bidding and procurement,including outdated management concepts,insufficient digitization,extensive management models,and shortages of technical personnel.Taking state-owned coal enterprises as the research object,this research systematically reviews the industrial characteristics and core dilemmas of their bidding and procurement processes.Drawing on theories of supply chain collaboration and digital governance,it proposes that coal enterprises establish a four-in-one reform framework of"institutional reconstruction—management innovation—technological empowerment—talent assurance"by introducing frontier technologies such as big data,block chain,cloud computing,and artificial intelligence.Specific countermeasures are also suggested,including strengthening the construction of digital platforms,developing risk early-warning mechanisms,and improving performance evaluation systems.This study provides theoretical support for the digital transformation of bidding and procurement in state-owned coal enterprises,and offers a referential paradigm for the reform of procurement models in state-owned enterprises more broadly.
