摘要
数智时代是中国共产党长期执政的全新场域,数智技术赋能党的文化领导权建设是二者良性互动、同向并进的必然要求与应有之义。通过对“准备阶段—执行阶段—强化阶段—评价阶段”各环节和诸领域的正向赋能,数智技术增强了党的文化领导权建设的前瞻力、感召力、辐射力和续航力,展现出深刻的作用机理。然而,数智技术赋能带来的“话语解构”危机、“数据失范”困境、“技术黑盒”效应及“资本逐利”陷阱,对党的文化领导权建设的价值高度、内容信度、应用效度和实践力度造成了严重威胁。为此,应从引导技术向善、强化安全体系、培育数智素养、完善法律制度等维度综合施策,充分发挥数智技术的赋能优势,为党的文化领导权建设贡献科技力量。
The digital intelligence era is a brand-new domain for the long-term governance of the Communist Party of China.Empowering the Party's cultural leadership through digital intelligence technology is an inevitable requirement and inherent meaning of the positive interaction and parallel development of the two.By positively empowering each stage and various fields—including the“preparation stage-execution stage-reinforcement stage-evaluation stage”—digital intelligence technology enhances the Party's cultural leadership in terms of foresight,appeal,influence and sustainability,demonstrating a profound mechanism of action.However,the“deconstruction of discourse,”“data disorder,”“black box effect of technology,”and“capital profit-driven trap”brought about by the empowerment of digital intelligence technology have multiple negative effects on the value height,content reliability,application validity and practical intensity of the Party's cultural leadership construction.Therefore,comprehensive measures should be taken from the dimensions of guiding technology towards good,strengthening the security system,cultivating digital intelligence literacy and improving legal systems,to fully leverage the empowering advantages of digital intelligence technology and contribute technological strength to the Party's cultural leadership construction.
