摘要
聚焦国际典型农产品质量安全追溯体系,选取欧盟、美国、日本三大经济主体为研究对象,从监管模式、法律法规、检验检测体系及追溯系统建设四个维度,系统归纳了其现有农产品质量安全追溯体系特征,分别为全程监管、多层级协同,纵横分责、严惩威慑,多部门协同、责权分明。综合以上特征,分析对我国开展农产品质量安全追溯体系建设的启示:一是优化监管架构,推动跨部门协同或按品类分责;二是健全追溯法律法规体系,细化专项要求,并强化责任追究;三是加强机构协同与资源共享,强化基层检验检测能力建设;四是完善追溯系统建设,统一技术标准并吸引各级主体参与。
Focusing on the international typical agricultural product quality and safety traceability systems,this paper selects the three major economic entities of the European Union,the United States,and Japan as the research objects.From four dimensions:Regulatory models,laws and regulations,inspection and testing systems,and traceability system construction,it systematically summarizes the characteristics of their existing agricultural product quality and safety traceability systems,which are as follows:Full-process supervision,multi-level coordination,vertical and horizontal responsibility division,severe punishment and deterrence,multi-departmental collaboration,clear division of responsibilities and rights.Based on the above characteristics,it analyzes the implications for the construction of an agricultural product quality and safety traceability system in China as follows:First,optimize the regulatory framework and promote cross-departmental collaboration or division of responsibilities by category;Second,improve the legal and regulatory system for traceability,refine specific requirements,and strengthen accountability;Third,enhance institutional collaboration and resource sharing,and strengthen the capacity building of grassroots inspection and testing;Fourth,improve the construction of the traceability system,unify technical standards and attract the participation of entities at all levels.
