“十五五”核安全国际合作思路与实施路径探讨

A Study on the Thoughts and Implementation Paths of International Cooperation in Nuclear Safety during the 15th Five-Year Plan Period

摘要 在全球核能加速复苏、新兴技术迭代与地缘政治格局深度调整的三重背景下,我国正在积极倡导构建“核安全命运共同体”,主张各国以开放包容的精神开展核安全国际合作。本文立足我国核安全国际合作实践与全球治理现实需求,系统梳理“十四五”期间核安全领域国际合作现状,剖析当前面临合作机制不完善、话语权不足、标准推广受限、科研合作基础薄弱等多重挑战,提出“构建与现代化的核安全监管能力相适应的国际合作体系”总体目标,并围绕加强顶层设计谋划、深化多双边合作、提升国际话语权、推动技术协同创新、整合人才资源等关键维度,构建具有可操作性的实施路径,为推动构建全球核安全命运共同体提供理论支撑与实践参考。 Against the triple backdrop of the accelerated global nuclear energy recovery,the iteration of emerging technologies,and the in-depth adjustment of the geopolitical landscape,China is actively advocating the construction of a“Nuclear Safety Community with a Shared Future”,urging countries to conduct international cooperation on nuclear safety with an open and inclusive spirit.Based on China’s practice in nuclear safety international cooperation and the practical needs of global governance,this paper systematically reviews the current status of international cooperation in the nuclear safety field during the“14th Five-Year Plan”period,and analyzes multiple challenges such as imperfect cooperation mechanisms,insufficient discourse power,limited promotion of standards,and weak foundation for scientific research cooperation.It proposes the overall goal of“building an international cooperation system adapted to modern nuclear safety regulatory capacity”and constructs operable implementation paths around key dimensions including strengthening top-level design planning,deepening bilateral and multilateral cooperation,enhancing international discourse power,promoting technological collaborative innovation,and integrating talent resources.This study aims to provide theoretical support and practical reference for advancing the construction of a global Nuclear Safety Community with a Shared Future.
