摘要
疫苗接种是预防和控制传染病的重要手段,我国已构建覆盖接种、疫苗管理、冷链管理、异常反应监测等核心业务的免疫规划信息系统。然而,当前标准体系不健全、标准应用不统一等问题制约了信息化的高效推进。本文通过深入分析和广泛讨论,提出了建立完善我国免疫规划信息化标准体系的迫切需求。文章以国家标准和行业标准为基础,团体标准为引领,旨在构建统筹规划、规范有序、协同高效的信息化标准体系。该体系框架包括基础标准、技术标准、管理标准、业务规范、建设标准和产品标准六个子体系,覆盖信息采集、传输、存储等全流程。此外,文章还指出了当前免疫规划信息化标准体系建设面临的挑战,如缺乏全面系统的标准体系框架、标准化建设滞后、专业人才不足等,并提出加强标准推广、人才培养和技术创新的建议,文章旨在推动免疫规划信息化高质量发展,提升公共卫生领域的国际影响力和话语权。
Vaccination is a crucial measure for preventing and controlling infectious diseases.China has developed an immunization program information system that covers core areas such as vaccination,vaccine management,cold chain management,and adverse reaction monitoring.However,the lack of a comprehensive standard system and inconsistent standard application hinder the efficient advancement of informatization.Through in-depth analysis and extensive discussions,this expert consensus highlights the urgent need to establish a comprehensive standard system for immunization program informatization in China.The consensus proposes a framework based on national and industry standards,guided by group standards,to build a coordinated,standardized,and efficient informatization standard system.This framework comprises six subsystems:foundational standards,technical standards,management standards,business specifications,construction standards,and product standards,covering the entire process of information collection,transmission,and storage.Moreover,the article identifies challenges in developing the current standard system for immunization program informatization,such as the absence of a systematic framework,delays in standardization efforts,and a shortage of professional talent.It offers recommendations to strengthen standard promotion,talent cultivation,and technological innovation.This paper aims to promote high-quality development of immunization program informatization,enhancing China's international influence and voice in the field of public health.
