摘要
中老泰“铁路+”国际冷链运输服务是以中老铁路为干线,通过“铁路+一单制”“铁路+一站式”“铁路+专业化”及铁公、铁铁联运等多种运输方式为客户提供中老泰国际冷链运输全链条铁路服务的新模式。以中铁快运国际冷链运输服务模式为例,聚焦中老泰国际冷链运输铁路服务,深入剖析中老泰“铁路+”国际冷链运输服务模式现状,存在结构性运力浪费、场站利用率不高、关键基础设施受限以及铁路冷链装备智能化与境外服务能力不足等突出问题。在政策层面,实行补贴与运价优化政策,提升磨憨口岸海关检测效能;在运营层面,提出万象南站与王家营西站的“解堵”方案,倡导发展全程“一单制服务”与海关业务一体化模式;在技术层面,强调提升装备智能化水平的重要性。
The China-Laos-Thailand"Railway+"international cold chain transportation service is an innovative model that utilizes the China-Laos Railway as the main corridor to provide customers with fullchain railway services through multiple transportation solutions,including"Railway+Single Document System","Railway+One-Stop Service","Railway+Specialization",as well as railroad and rail-rail combined transportation.Taking the international cold chain service model of China Railway Express as a case study,this paper focuses on railway services for the China-Laos-Thailand international cold chain corridor.It conducts an indepth analysis of the current state of the"Railway+"service model,identifying prominent issues such as structural capacity wastage,low utilization of station facilities,constraints on key infrastructure,insufficient intelligent applications of railway coldchain equipment,and inadequate overseas service capabilities.At the policy level,measures including subsidies and freight rate optimization are recommended,along with improving customs inspection efficiency at the Mohan Port.At the operational level,solutions to alleviate congestion at Vientiane South Station and Wangjiaying West Station are proposed,alongside advocating for the development of a through"Single Document Service"and an integrated customsclearance model.At the technical level,the importance of enhancing intelligent equipment is emphasized.
