摘要
深刻把握好铁路现代物流体系建设与地方产业发展的内在关联,巩固好铁路货运保障供应链稳定的路网基础,发展好创新政策驱动下资源价值链延伸的潜在优势,是推动铁路货运改革稳步实施的重要支撑。从国家政策机遇、运输市场需求升级、铁路网布局和全社会物流成本4个层面,深入分析昆明局集团公司铁路现代物流体系建设需求。从优化铁路现代物流运行机制、建立铁路现代物流经营机制、搭建铁路物流集货新平台、提升铁路货运网络整体效能、推进多式联运体系建设和构建铁路物流金融新业态等方面,针对性提出昆明局集团公司铁路现代物流体系建设的实施途径,为加快推动铁路货运向现代物流转型发展、促进铁路经营提质增能创效、降低全社会物流成本提供有益借鉴。
A thorough understanding of the inherent connection between the development of a railway modern logistics system and local industrial growth,a reinforced railway network foundation for freight transportation that ensures supply chain stability,and the effective leverage of the potential advantages in resource value chain extension driven by innovative policies are crucial supports for steadily advancing railway freight reform.This paper analyzes the needs for building a modern railway logistics system at Kunming Railway Group from four dimensions:national policy opportunities,evolving market demands in transportation,railway network layout,and overall social logistics costs.Targeted implementation pathways are proposed,focusing on optimizing the operational mechanisms of railway modern logistics,establishing a dedicated business mechanism for Kunming Railway's modern logistics,building new freight collection platforms,enhancing the overall efficiency of the railway freight network,promoting the development of a multi-modal transportation system,and fostering new business models in railway logistics finance.These pathways provide valuable insights for railway transportation enterprises to accelerate the transformation from traditional freight services to modern logistics,improve operational quality,efficiency,and effectiveness,and contribute to reducing logistics costs across society.
