区域数智创新生态系统赋能地方特色新质生产力发展的路径研究 被引量:1

Research on the Path of Empowering the Development of New Quality Productivity with Local Characteristics through the Regional Digital Intelligence Innovation Ecosystem

摘要 因地制宜发展新质生产力亟须构建与本地适配的生产要素配置机制与发展路径。基于数智创新生态系统理论,从创新种群、创新资源、创新生境等多维生态位出发,系统分析区域多维要素协同配置对新质生产力发展的复杂作用机制,利用中国30个省(自治区、直辖市)2018-2023年的面板数据,采用动态QCA分析法识别新质生产力发展的协同模式与典型路径。研究发现:(1)区域数智创新生态系统通过形成个体与集群、数智与现实、线上与线下、政府与市场的耦合交互关系,共同赋能新质生产力发展;(2)各要素均不可单独作为发展新质生产力的必要条件,需要不同要素组合发挥交互协同配置效应;(3)高水平新质生产力发展存在3类典型组态路径:包括“线上线下融合驱动数实共生发展模式”“政策与市场环境支撑下多元要素联动模式”以及“市场导向下创新资源供求对接循环模式”;(4)低水平新质生产力组态的案例主要集中在西部地区,且表现为创新种群活力不足、数智化发展缺位和创新资源匮乏的三重结构劣势。根据研究结论,结合区域异质性禀赋与要素协同配置机制,提出因地制宜、差异化的地方特色新质生产力发展策略,旨在为中国促进区域协调与高质量发展提供理论支持与实践参考。 The development of newquality productivity in accordance with local conditions urgently requires the establishment of a production factor allocation mechanism and development path that are adapted to the local context.Based on the theory of the digital intelligence innovation ecosystem,this paper systematically analyzes the complex mechanism of the coordinated allocation of multi-dimensional factors in the region on the development of newquality productivity from multiple ecological niches such as innovation population,innovation resources,and innovation habitat.Using panel data from 30 provinces(autonomous regions and municipalities directly under the Central Government)in China from 2018 to 2023,the dynamic QCA analysis method is adopted to identify the coordinated models and typical paths of the development of new quality productivity.The research findings show that:①The regional digital intelligence innovation ecosystem can jointly empower the development of new quality productivity by forming the coupling interaction between individuals and clusters,digital intelligence and reality,online and offline,and government and market;②No single factor can be regarded as a necessary condition for the development of new quality productivity.The interaction and collaborative allocation effects of different factors need to be combined;③There are three typical configuration paths for the development of high-level new quality productivity,including“online and offline integration-driven symbiotic development mode of numbers and reality”,“multi-factor linkage mode supported by policy and market environment”and“market-oriented docking cycle mode of supply and demand of innovative resources”;④The cases of low-level new quality productivity configuration are mainly concentrated in the western region,and show the triple structural disadvantages of insufficient vitality of innovative population,lack of digital intelligence development and lack of innovative resources.According to the research conclusions,combined with regional heterogeneous endowments and factor collaborative allocation mechanisms,this paper puts forward the development strategy of new quality productivity with local characteristics that is adapted to local conditions and differentiated,aiming to provide theoretical support and practical references for regional coordination and high quality development in China.
