铁路专用线投资优化及敏感性评估的研究

摘要 为解决铁路专用线的成本超支问题,本文构建价值工程+限额设计协同模型,以某铁路专用线为案例,通过功能—成本分析与价值系数计算,识别高成本低价值与高价值低成本的分部工程,生成优化后的目标投资额与需优化额分配方案;然后引入±20%扰动的敏感性分析,定量评估运输效率、污染防控、设计运量匹配度、资源利用效率等关键功能指标变化对分部投资配置的影响程度。结果表明:综合权重较大的设计运量匹配度和资源利用效率对投资分配影响显著,轨道、四电、站场等分部在多数情景中表现出较高敏感度,应在限额约束下优先保障其预算。研究验证了该方法在投资结构优化和资源精准配置方面的有效性,为铁路专用线及类似工程的成本控制与功能优化提供理论支持与实践参考。 To address the issue of cost overruns in special railway line projects,this study develops an integrated model combining value engineering with quota-based design.Using a specific railway line as a case study,the model identifies sub-projects characterized by high-cost and low-value or high-value and low-cost through function-cost analysis and value coefficient calculation.Based on this,an optimized target investment amount and a corresponding allocation scheme for required adjustments are formulated.Furthermore,a sensitivity analysis with±20%perturbations is introduced to quantitatively assess the impact of variations in key functional indicators,such as transportation efficiency,pollution prevention and control,design traffic volume matching degree,and resource utilization efficiency,on the allocation of sub-project investments.Results indicate that design traffic volume matching degree and resource utilization efficiency,which carry higher comprehensive weights,exert a significant influence on investment distribution.In addition,sub-projects including track,signaling and power systems,and station facilities demonstrate high sensitivity across most scenarios,suggesting that their budgets should be prioritized within quota constraints.The findings validate the effectiveness of the proposed method in optimizing investment structures and enabling precise resource allocation,offering theoretical support and practical guidance for cost control and functional optimization of special railway lines and similar engineering projects.
