摘要
低空经济作为国家战略性新兴产业,具有产业链长、科技含量高、应用场景丰富等特点,对培育新质生产力、促进区域协调发展具有重要意义。山东省的低空经济经历了萌芽与探索、奠基与起步、提速与布局、全面发力与高质量发展四个时期,在资源、产业、设施、政策保障和创新五个方面具有现实基础,但同时面临产业协同不足、基础设施有待优化、人才供需不平衡、制度法规不健全等挑战。为此,在推动产业升级方面要加强产业协同创新、拓展低空应用场景、培育壮大市场主体;在完善基础设施方面,要优化通用机场布局与建设、构建低空飞行服务保障体系、提升低空通信与导航能力;在制定科学合理的空间规划方面,要明确区域发展定位、促进产业融合发展;在强化人才培养与引进方面,要完善人才培养体系、加大人才引进力度;在健全制度与法规体系方面,要优化低空空域管理、完善飞行安全监管制度、健全航空器适航认证制度。通过多措并举,山东省低空经济将迈向高质量、规模化发展的新阶段。
As a national strategic emerging industry,low-altitude economy is characterized by a long industrial chain,high technological content,and rich application scenarios,etc.It is of great significance for fostering new-quality productive forces and promoting coordinated regional development.Shandong Province's low-altitude economy has gone through four stages:germination and exploration,foundation-laying and initial development,acceleration and layout,and all-round advancement and high-quality development.It has practical foundations in five aspects,namely resources,industry,infrastructure,policy support,and innovation.However,it also faces challenges such as insufficient industrial synergy,room for optimization in infrastructure,an imbalance between supply and demand of talents,and incomplete institutions,laws and regulations.The following countermeasures are then proposed.In the aspect of promoting industrial upgrading,it is essential to strengthen collaborative innovation within the industry,expand low-altitude application scenarios,and foster the growth of market entities.In terms of improving infrastructure,efforts should focus on optimizing the layout and construction of general aviation airports,establishing a low-altitude flight service support system,and improving low-altitude communication and navigation capabilities.Regarding the scientific and rational spatial planning,clear regional development positioning should be defined,and integrated industrial development should be encouraged.For talent development and introduction,a talent training system must be perfected,and greater efforts should be made to introduce talents.In perfecting the system of institutions,laws and regulations,measures should include optimizing low-altitude airspace management,refining the flight safety supervision system,and improving the aircraft airworthiness certification system.Through multiple measures,the low-altitude economy in Shandong Province is poised to enter a new phase of high-quality and large-scale development.
