摘要
产业链链长制政策作为一种产业链治理的新探索,为城市创业活动注入了新活力。通过手工整理各城市实施链长制政策的时间和产业链等信息,并基于2011—2022年中国城市面板数据,运用多期双重差分法探究链长制对城市创业活跃度的影响。研究发现,链长制政策具有显著的创业促进作用。具体而言,政策的实施使得城市创业活跃度提升了6%左右。基于产业链、创新链、资金链、人才链的“四链融合”框架进行机制分析,结果表明,链长制通过促进产业链现代化、提升技术创新水平、增强金融可得性和推动人才集聚四个渠道提升创业活跃度。进一步分析表明,链长制能显著提升城市的创业质量。对于重点产业链、政策实施强度大及政府治理效率高的地区,链长制的创业促进作用更大。研究结论从链长制政策的视角揭示了产业链治理创新的创业促进作用,为提升产业链现代化水平和促进高质量发展提供了重要的经验启示。
The chain-leader policy,as a new exploration of industrial-chain governance,injects vitality into urban entrepreneurial activities.This paper collects the implementation timelines and the covered industrial chain of the chain-leader policy across cities.A staggered difference-in-differences specification is employed to examine the impact of this policy on urban entrepreneurial activity using panel data from Chinese cities between 2011 and 2022.The results show that the implementation of the chain-leader policy has led to a roughly 6%increase in urban entrepreneurial activity.Based on the“industrial chain,innovation chain,financial chain,talent chain”integration framework,the mechanism analysis indicates that the policy enhances entrepreneurial activity through four channels:promoting modernization of the industrial chain,technological innovation,financial accessibility,and talent aggregation.Further analysis reveals that the policy significantly improves the quality of entrepreneurship.The policy s effect is more pronounced in key industrial chains,regions with relatively stronger policy implementation,and greater government efficiency.In terms of the chain-leader policy,this study reveals how industrial-chain governance innovation promotes entrepreneurship,offering important insights into the pathways for modernizing industrial chains and promoting high-quality development.
