摘要
健全促进实体经济和数字经济深度融合制度,是构建新发展格局、推动经济高质量发展、推进中国式现代化的关键举措。从理论逻辑看,“生产力—生产方式—生产关系”原理表现为“技术—制度—效率”的内在逻辑,数字技术引发的生产力跃升推动生产方式变革,亟需通过制度创新对生产关系进行系统性调整,以改革形成更相适应的生产关系进一步推动实数经济深度融合。从问题挑战看,当前我国仍面临关键技术攻关机制不完善、数据要素市场化体系不健全、平台经济治理滞后等多方面的问题。从实现路径看,我国应聚焦四项体制机制改革:健全提升优势产业领先地位体制机制、促进数据产权确定和流动共享体制机制、健全平台经济常态化监管制度、强化制度实施的协同保障与动态优化机制,为实现实数经济深度融合提供系统性制度保障。
Strengthening the institutional framework for promoting the deep integration of the real economy and the digital economy is a pivotal measure to build the new development paradigm,achieve high-quality economic development advance Chinese-style modernization.From a theoretical perspective,the"productive forces-production mode-relations of production"principle manifests as a"technology-institution-efficiency"logic.The productivity leap driven by digital technology necessitates systematic adjustments to the relations of production through institutional innovation,thereby reforming and establishing a more compatible set of relations to further promote the deep integration of the real and digital economies.However,problems persist in the current landscape,including an imperfect mechanism for key technology breakthroughs,an underdeveloped market system for data elements,and lagging governance of the platform economy.To address these challenges,four institutional and mechanistic reforms should be prioritized:Establish a sound system and mechanism to enhance the leading position of advantageous industries;Promote the establishment of data property rights and the flow of shared institutional mechanisms;Establish a sound regulatory system for the normalization of platform economy;Strengthen the collaborative guarantee and dynamic optimization mechanism for institutional implementation to provide a systemic institutional guarantee for the deep integration of the real and digital economies.
