摘要
数字经济快速发展电子档案作为信息资源的重要组成部分逐步成为推进国家治理体系与治理能力现代化的重要支撑。文章以电子档案的内涵演进及时代特征为起点深度分析其在效率提升、成本控制、安全防护、社会服务与治理能力现代化等维度的关键价值继而指出其发展进程中存在的制度不健全、认知薄弱、技术障碍、互操作能力不足及人才匮乏等实际问题。文章给出未来电子档案发展的路径涵盖制度构建、技术革新、人才培育、资源互通与安全防护五个维度。研究指出电子档案不只是档案事业数字化建设的产物更是数字经济时代挖掘数据效用、完善社会治理与助力国家治理现代化的关键依托。
With the rapid development of the digital economy,electronic archives—as a vital component of information resources—have emerged as a key enabler in advancing the modernization of national governance systems and capabilities.Starting from the evolving conceptualization and defining features of electronic archives in the digital age,this paper thoroughly examines their key contributions to efficiency gains,cost reduction,security assurance,social service delivery,and governance modernization.It then identifies critical challenges in their development,including inadequate institutional frameworks,limited stakeholder awareness,technological barriers,poor interoperability,and a shortage of qualified personnel.The paper outlines a five-dimensional pathway for future development:institutional strengthening,technological innovation,professional capacity building,interoperable resource sharing,and robust security measures.The study argues that electronic archives are not merely an outcome of digital transformation in the archival field,but also a strategic asset for unlocking data value,enhancing social governance,and advancing the modernization of national governance in the era of the digital economy.
