摘要
为提升自然灾害应急响应中的关键救援目标识别效能,基于FAHP-TOPSIS方法,构建一个面向自然灾害场景的航空应急救援需求评估体系。首先,以自然灾害引发的应急事件为研究对象,运用FAHP法计算确定各项指标权重;在此基础上,利用TOPSIS对该体系中的各项指标进行优先级排序;最后,为验证所构建评估体系与模型的可行性,选取2018年台风“山竹”侵袭事件中深圳、阳江、韶关3地的航空应急救援需求程度进行实证分析。结果表明,该体系与评估模型可为航空应急救援需求评估提供明确的方法论参考,对提高航空应急救援的决策效率和优化救援资源配置具有较强的实践意义。
In order to improve the identification efficiency of key rescue targets in natural disaster emergency response,an aviation emergency rescue demand assessment system for natural disaster scenarios is constructed based on FAHP-TOPSIS method.Firstly,taking the emergency events caused by natural disasters as the research object,the FAHP method is used to calculate and determine the weight of each index.On this basis,TOPSIS is used to prioritize the indicators in the system.Finally,in order to verify the feasibility of the constructed evaluation system and model,the demand degree of aviation emergency rescue in Shenzhen,Yangjiang and Shaoguan during the typhoon“Mangkhut”invasion event in 2018 was selected for empirical analysis.The results show that the system and evaluation model can provide a clear methodological reference for aviation emergency rescue needs assessment,and have strong practical significance for improving the decision-making efficiency of aviation emergency rescue and optimizing the allocation of rescue resources.
