摘要
精明收缩作为一种应对策略,主张在人口或用地实质性减少的情况下,以积极态度面对规模缩小和人口减少,重点在于保持乡村活力与回归乡村价值。甘肃省乡村面临人口外流、老龄化及劳动力不足等问题,同时资源相对短缺,所以合理配置与利用资源是实现乡村健康城镇化的关键。文章基于精明收缩视角,提出评判城镇化健康不应仅看数量指标单一指标,应综合考察城镇化与产业发展、人口转移与社会转型的匹配关系。针对甘肃省“土地”城镇化超前于“人”的城镇化、城市空间快速拓展但社会转型滞后、乡村收缩明显等问题,提出应确立新发展观,正视乡村收缩现实,通过促进城乡协调发展、加速新型城镇化建设、引入数字化治理等路径,推动乡村健康城镇化发展。
As the urbanisation rate continues to rise,the trend of rural contraction has become more and more obvious,and the loss of population,the dilapidated human habitat,and the single industrial structure of the countryside have become problems that need to be solved in the construction of the countryside.Smart contraction is to face the situation of smaller scale and reduced population with positive and developmental attitude under the condition of substantial reduction of regional population or land,and focus on how to maintain the vitality of rural areas and return to the value of the countryside under the premise of contraction and development.The problem of population outflow and aging is common in Gansu Province,which leads to the reduction of rural population and insufficient labour force,affecting the rural economic and social development,and there is a relative shortage of resources in Gansu Province,including land,water resources and the natural environment,so how to reasonably allocate and utilize these resources is the key to the development of healthy urbanization in the countryside.Based on the shrewd contraction perspective,this paper considers that judging whether the urbanisation of a region is healthy or not is not mainly based on the quantitative indicators of urbanisation,but rather on a comprehensive examination of the relationship between the development of urbanisation and the development of industries,and the matching relationship between the population transfer and the social transformation,and so on.By analysing relevant studies on the theory of shrewd contraction,and focusing on a series of problems such as the urbanisation of"land"in Gansu Province exceeding the urbanisation of"people",the rapid expansion of urban space but the relative lagging behind of social transformation,and the shrinking phenomenon of villages becoming more and more obvious,we believe that the healthy urbanisation development in Gansu Province should be based on the following factors In order to develop healthy urbanisation in Gansu Province,it is necessary to establish and uphold a new concept of development,correctly face the reality of rural shrinkage,and actively explore new development paths to promote the development of healthy rural urbanisation in Gansu Province,mainly in the areas of promoting the coordinated development of urban and rural areas,accelerating the construction of new types of townships,and introducing digital governance.
