摘要
就党建引领国有企业高质量发展的内在逻辑而言,党建是国有企业的独特优势和根本保障,而高质量发展是新时代国企发展的核心要求,以高质量党建引领国企发展是学习贯彻党的二十届四中全会精神的具体体现,应从战略引领、改革驱动、价值创造三个维度进行融入。当前,国企党建面临着党建与业务的“共生”难题、基层组织的“末梢”问题、传统工作模式的“路径依赖”、党的领导与现代企业制度的“耦合”挑战。从延长石油销售公司的实践经验出发,探索党建引领国有企业高质量发展的有效路径,即强化政治引领,筑牢企业发展根基;创新工作模式,推动业务提质增效;深化治理改革,激发内生发展动力;完善风控体系,夯实安全发展基础;强化文化引领,凝聚干事创业合力。其启示是:坚持“引领”的根本定位,将政治优势转化为战略优势;优化“融合”的核心机制,将组织优势转化为治理效能;激发“创新”的内生动力,将传统优势转化为时代优势。
In terms of the internal logic of Party building leading the high-quality development of state-owned enterprises,Party building is the unique advantage and fundamental guarantee of state-owned enterprises,while high-quality development is the core requirement for the development of state-owned enterprises in the new era.Using high-quality Party building to lead the development of state-owned enterprises is a concrete manifestation of studying and implementing the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China.It should be integrated from three dimensions:strategic guidance,reform driving,and value creation.Currently,Party building in state-owned enterprises faces the“symbiosis”problem between Party building and business operations,the“last-mile”problem of grassroots organizations,the“path dependence”of traditional working models,and the“coupling”challenge between the Party's leadership and modern enterprise systems.Based on the practical experience of Yanchang Petroleum Sales Company,this paper explores the effective path of Party building leading the high-quality development of state-owned enterprises,namely:strengthening political guidance to consolidate the foundation of enterprise development;innovating working models to promote quality and efficiency improvement in business;deepening governance reform to stimulate internal development momentum;improving the risk control system to strengthen the foundation of safe development;and strengthening cultural guidance to pool efforts for entrepreneurship and work.The insights are as follows:adhering to the fundamental positioning of“guidance”to transform political advantages into strategic advantages;optimizing the core mechanism of“integration”to convert organizational advantages into governance efficiency;and stimulating the internal driving force of“innovation”to transform traditional advantages into contemporary advantages.
