摘要
建筑碳排放的科学计量是实现建筑碳中和的基础与前提。然而,目前仍然缺乏全球统一的建筑碳排放计量标准,而标准间的差异将严重阻碍各国家、地区减排成果的公平评价和透明沟通,对中国履行“双碳”目标承诺的判定造成不利影响。该研究分别从标准体系架构、碳排放计量范围和碳排放单元项目清单3个方面,系统性地对比研究了国内外建筑碳排放计量标准的异同,并针对关键差异可能产生的影响进行了深化分析,为提高国内外标准的接轨程度奠定基础;基于全生命周期分析法,对比了各标准在不同建筑生命周期的合理性和实用性,为中国相关标准的完善提供参考。
Scientific measurement of building carbon emissions is the fundation and prerequisite for achieving building carbon neutrality.However,a globally consistent standard is still absent.Divergences between relevant standards will largely impede the fair assessment and transparent communication of nations\achievements in carbon emission reduction,which also impose negative influences on realizing Chinese carbon peaking and carbon neutrality goals.This study conducts systematic comparative research of domestic and international building carbon emission accounting standards from the following perspectives:structure of the standard system,carbon accounting boundaries and emission elemental processes.Potential consequences of the major differences are analyzed,lay the foundation for improving the integration of domestic and international standards.Based on the life cycle assessment,the rationality and practicability of various standards in different building life cycles are compared,providing a reference for the improvement of Chinese relevant standards.
