摘要
全球发展倡议框架下,中国与乌兹别克斯坦的减贫合作成为推动全球贫困治理、践行“中国—中亚精神”的重要实践。中国在完成自身脱贫攻坚任务后,积极通过全球发展倡议等平台,将本土经验融入全球治理,为世界发展贡献中国智慧。中乌减贫合作构建了多层次协同机制:理念上以“中国—中亚精神”为引领,凝聚发展命运共同体共识;政策上通过高层对接将减贫纳入双边合作核心议程,促进全球减贫合作;实践上依托“一带一路”重点项目与民生援助,形成“基建先行+产业赋能+能力建设”的有效模式。然而,合作仍面临地缘政治干扰、乌国内体制衔接不足、项目本土化与可持续性等挑战。未来,中乌应推动合作由“输血式”援助转向“造血式”发展,深化产业协同与价值链融合;构建政府、企业与社会组织多元参与的治理网络;并以数字减贫、绿色减贫为新增长点,共同建设“数字丝绸之路”与“绿色丝绸之路”。中乌减贫合作的深化,不仅惠及两国人民,更为“全球南方”国家探索减贫路径提供重要借鉴,是弘扬“中国—中亚精神”、推动区域合作高质量发展的关键路径。
Within the framework of the Global Development Initiative,China-Uzbekistan cooperation on poverty reduction has become an important practice for promoting global poverty governance and implementing the China-Central Asia Spirit.After completing the poverty alleviation mission,China has actively integrated its domestic experiences into global governance through platforms such as the Global Development Initiative,contributing Chinese wisdom to global development.China-Uzbekistan cooperation on poverty reduction has established a multi-level collaborative mechanism:conceptually guided by the“China-Central Asia Spirit”,it consolidates consensus on a community with a shared future in development;at the policy level,long-term highlevel engagement incorporates poverty reduction into the core bilateral cooperation agenda;in practice,it relies on key BRI projects and livelihood assistance,forming an effective model of“infrastructure first,industrial empowerment,and capacity building”.However,the cooperation still faces challenges such as geopolitical interference,insufficient domestic institutional coordination in Uzbekistan,and issues of project localization and sustainability.In the future,China and Uzbekistan should promote a shift from“blood-transfusing”aid to“blood-forming”development,deepen industrial collaboration and value chain integration,build a governance network involving governments,enterprises and social organizations,and take digital and green poverty reduction as new growth points,jointly constructing a“Digital Silk Road”and a“Green Silk Road”.The deepening of China-Uzbekistan cooperation on poverty reduction not only benefits the people of both countries but also provides an important reference for Global South countries in exploring poverty reduction pathways,and it is a key path for promoting the“China-Central Asia Spirit”and high-quality regional cooperation.
