摘要
培育出口动能对区域发展具有重要意义。研究从需求、供给与结构等维度构建测度指标体系,综合评价了贵州出口数量动能、质量动能及传统与新兴产业出口动能。研究发现,不同动能对整体出口及传统产业和战略性新兴产业的作用存在差异。基于不同动能的作用和培育周期,提出了贵州整体数量动能提升、质量动能优化及两类产业出口动能的差异化培育路径。就全部产业和传统产业而言,短期应激活需求侧动能,长期应升级供给侧动能,并做好从短期向长期的过渡;新兴产业短期需加强提升人力和创新动能,长期则需提升金融动能和结构转换动能,加快培育需求动能。研究为贵州省出口可持续增长提供了有益参考。
Cultivating export impetus is of great significance to regional development.This study constructs a measurement index system from the dimensions of demand,supply and structure,and comprehensively evaluates the quantity impetus,quality impetus and export impetus of traditional and emerging industries in Guizhou.The research finds that different kinds of impetus have different effects on overall exports and traditional and strategic emerging industries.Based on the operation and cultivation cycle of different kinds of impetus,this paper proposes differentiated cultivation paths for the improvement of overall quantity impetus,the optimization of quality impetus and the export impetus of the two types of industries in Guizhou.For the whole and traditional industries,in the short term,demand-side impetus should be activated,and in the long term,supply-side impetus should be upgraded,with a smooth transition from the short term to the long term.For emerging industries,in the short term,human and innovation impetus should be enhanced,and in the long term,financial impetus and structural transformation impetus should be improved,and demand impetus should be cultivated at a faster pace.The research provides a useful reference for the sustainable growth of Guizhou's exports.
