摘要
边疆数字化转型加速,各层面风险日益加剧,叠加产生数字基础设施破坏、跨境数据信息泄露、跨境数字应用诈骗、数字意识形态异化四类交叉性数字安全风险,形成“数字多米诺”危机,并因自身数字生态脆弱增大治理难度、国际数字势力介入扰动治理方向、风险叠加放大产生诸多治理盲点、风险跨域传导凸显治理缝隙四重原因,导致边疆面临交叉性数字安全风险治理困境。推进交叉性数字安全风险治理现代化,需要构建边疆交叉性数字安全风险治理框架,应用“韧性生态—应急管理—协同联动—价值引领”综合治理策略,避免“数字多米诺”造成系统性安全冲击。
With the acceleration of digital transformation in border areas,intensifying risks at all levels,along with the resultant four types of cross-cutting digital security risks--digital infrastructure destruction,cross-border data leakage,cross-border digital fraud,and digital alienation of ideology,trigger a crisis of digital domino effect.Moreover,the governance of such risks in border areas is in a dilemma due to four issues:the difficulty of governance is aggravated by the fragile digital ecological environment;the direction of governance is disturbed by the intervention of international digital forces;governance blind spots are generated by the superimposition of risks;and the governance gaps highlighted by the cross-domain transmission of risks.During the process of promoting the modernization of the governance of cross-cutting digital security risks,it is necessary to establish the governance framework for these risks,and apply the comprehensive governance policy of"resilient ecology,emergency management,inter-regional coordination,and value guidance",so as to avoid the systematic security impact of digital domino effects.
